From the innovations of the rules, it can be noted that heating services will now be paid only within the framework of the heating season. Previously, let’s say, heating and payment standards were distributed evenly «all year». Thus, the government plans to equate, roughly speaking, paid and provided. In addition, suppliers of heating services and sales of land in St. Petersburg no longer have the right to bring additional receipts following the results of the annual recalculation. So loved by thermal engines “13th receipts” will no longer have legal force: the calculation is completely closed at the end of each month. In addition, before July 1, common house meters must be installed in all houses, for which payment will be made. On the one hand, this is done so that the thermal engines do not “hang” the payment for the heat “lost” on the road: from outdated or faulty equipment. In theory, consumer expenses should in this case decrease. But practice shows the opposite. Suppose, data from the MUE Kaliningradteploset say that after installing common house meters, cases when heating fee increases in 2, or even 2.5 times. Specialists of the MUP Kaliningradteploset tried to find out the reason for this fact and came to the conclusion that the inappropriateness of houses and the unsuccessful of their heating system were to blame for everything. In the applied way, it was proved that buildings with qualitatively insulated facades, basements and attics and regulators, consumption standards do not increase after establishing meters. The installation of counters should only begin. We have a long way to the new realities and the requirements of the regulatory payment system precisely and exclusively for the actual amount of services used. The next step should be the updating of engineering communications of infrastructure facilities. This applies, in particular, to balancing the heating system, the installation of thermal automation with the functions of weather and consumer characteristics. Then, let’s say, during thaws, the volume of energy consumed will definitely decrease. Then consumers will pay exclusively heat that they warmed up, and not for normative values, and even more so not for “lost” energy. The reform of the heating payment system in Russia is gaining more and more revolutions. The government initiates the amendments, but consumers themselves are largely interested in them — how can you miss the opportunity to save a couple more kopecks from the family budget.
